- 1976 - 1979 Assigned to the negotiating team handling the Non-operating crafts (Shop Crafts, Clerks, Signalmen, Maintenance of Way, Police, and Dispatchers)
- 1979 - 1981 Assigned to the Negotiating team handling the Operating Crafts with the focus on the trainmen during this period, including the separate negotiation of crew consist agreements incorporated into the single agreement and the interest arbitration of the trainmen's agreement with the United Transportation Union (UTU).
- 1981 - 1982 Assigned to the project for implementing the inter-city passenger and commuter service employee transfers pursuant to the Northeast Rail Services Act of 1981 (see Special Legislation).
